I am a strong believer of empowering people and instead of dividing teams into tunnelling tasks, to give them a broad view, macro information, freedom and responsibilities.
Agile methods are very well adapted to some specific technical challenges, but it doesn’t work everywhere.
A project is like a boat, and Scrum can make it crash (« but I never heard to turn left sir… »), while a good empowered team can save it from a storm.
